Significant Policies

  • Outdoor water usage is only governed by street number when ordered to do so by the Township during emergency conditions. Under this type of emergency situation, addresses ending in odd numbers shall water on odd numbered dates of the month, while even numbers can water on even dates. Wateringfor irrigation purposes is strongly encouraged to especially NOT occur between (5:00 a.m.and 3:00 p.m. on any day). This practice of controlled irrigation usage can work to serve inbetter assisting a lesser community peak-hour water usage ratio, whereby the setting of annual water rate increases by the GLWA to West Bloomfield can be kept down to a lowerpercentageWest Bloomfield encourages its customers to irrigate or sprinkle lawns and landscaping anytime during the hours of 11:00 p.m. and 5:00 a.m. *Note: The GLWA has established the hours of 11:00 p.m. thru 5:00 a.m. as a non-exempt window of time for using unlimited amounts of water for our bedroom type community. Therefore, as West Bloomfield is somewhat of a larger wholesale municipal customer to the GLWA, the township shall receive are a more favorable and lesser rate increase when annual water rates are calculated with respect to evaluating higher volume use of hourly watering, which is closely monitored and recorded by the GLWA on a daily basis throughout the entire year. The 6-hour period of time from 11:00 p.m. to 5:00 a.m. is an ideal time frame for customers to irrigate. Historically, typical maximum peak-hour time periods of water consumption have ranged anywhere from 5:00 a.m. to 5:00 p.m. and occurs during the hotter months of July, August or September. West Bloomfield is located a long way away in regards to distance and has a very high elevation from the GLWAs water plants.  Both of these factors tend to work against the township when determining annual water rates, and especially peak-hour time frames when our community is using its maximum amount of metered water at the same time the water plants are peaking in pumping out their largest volumes of water during the same window of time on an hourly basis.
  • Within 60 days of selling a home, and the property has an operational sanitary sewer septic system, the Property Owner of Record must provide the Township Development Services Department @ (248) 451-4818 with an approved inspection report stating that the septic system is properly functioning. This action must occur within 60 days of the sale of the property.
  • Per Ordinance, Delinquent or late water and sewer accounts are subject to water service turn-off if over $500 is owed and/or the account is more than sixty (60) days left unpaid. Per Ordinance, a $75.00 Turn-Off/Turn-On Fee shall be charged. *Note: Water and Sewer BillPayments are only accepted at the Township Treasurer's office during the normal businesshours of 8:00 a.m. thru 4:30 p.m.
  • Per Ordinance, payment for water and sewer bills must be received by no later than 4:30 p.m. on the due date of the bill in order to avoid a Penalty being applied to an account.
